If you still have problems after going these routes, then a breast pump would be the last thing to try. They give poor stimulation and should only be used when there is enough milk to pump, after using it, always hand express afterwards as pumps never fully drain the breast of milk.
In conclusion, nature lactation develops during the last five months of pregnancy, expect induced lactation to also take time. How long depends entirely on the woman's individual physiology and her dedication. While inducing lactation is not particularly difficult, it does require dedication and self discipline.
